
The Niger Delta Development Commission (NDDC) has presented its proposed ₦1.75 trillion budget for the 2025 fiscal year to the joint committees of the Senate and House of Representatives on NDDC.
Managing Director/CEO Dr. Samuel Ogbuku led the presentation in Abuja before the Senate Committee chaired by Senator Asuquo Ekpenyong and the House Committee led by Hon. Erhiatake Ibori-Suenu.
He was accompanied by Executive Director, Finance and Administration, Chief Boma Iyaye; Executive Director, Projects, Sir Victor Antai; Executive Director, Corporate Services, Hon. Ifedayo Abegunde; and members of the executive management.
Tagged “Budget of Consolidation,” the proposal builds on the 2024 “Budget of Renewed Hope” and marks a shift from routine interventions to transformative development in the Niger Delta region.
It aligns fully with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Ogbuku highlighted a prudent nine per cent reduction from the ₦1.985 trillion 2024 appropriation, emphasising fiscal discipline, efficiency and value for money.
Funding sources include statutory federal allocations, oil and gas companies’ contributions, carried-forward revenues, recoveries and internally generated revenue.
Of the total, ₦1.631 trillion is allocated for critical regional projects, with provisions for internal projects, personnel and overhead costs.
A new sectoral budgeting framework has been introduced to boost efficiency, transparency and impact.
On 2024 performance, Ogbuku reported actual revenues of ₦1.985 trillion as of October 31, exceeding projections and reflecting reforms and improved financial management.
He welcomed the lawmakers’ planned oversight tour of NDDC projects across the nine Niger Delta states in January 2026.
The NDDC chief expressed confidence that the 2025 budget would deliver people-centred outcomes, improve livelihoods and drive sustainable development in the region.
Following the presentation, the joint committees held a closed-door session with the NDDC team to review the proposal and project statuses.
