
Rivers State Administrator, Retired Vice Admiral Ibok-Ete Ibas says his administration is working towards the phased rehabilitation of the State Secretariat and other public infrastructure, critical to effective service delivery.
‎Retired Vice Admiral Ibas made this pledge during the closing ceremony of the four-day transformational leadership training put together by the State Government for Permanent Secretaries, Local Government Administrators, Officials and Directors at Government House, Port Harcourt.
‎Retired Vice Admiral Ibas noted that his administration is determined to make feasible improvements that will support workers welfare and create a healthier work culture that motivates, rather than frustrates.
The Sole Administrator stated that the training was geared towards equipping participants with the insights, tools and mindset needed to navigate the evolving demands of governance.
‎‎He  further assured that training and retooling will be top priority of his administration, emphasizing that arrangement is being put in place to organize another phase of training to accommodate more Directors, Deputy Directors, Assistant Directors and other senior cadre of civil servants.
‎‎In her remarks, Acting Head of Rivers State Civil Service, Dr. Iyingi Brown lauded the Administrator for putting up the training, describing it as first of its kind ever organised for civil servants in the state.
The Administrator also charged Local Government Council Administrators to apply the skills acquired during the training to deliver impactful governance.
“I urge you to return to your councils, conduct detailed needs assessments, and submit strategic plans for high-impact projects within two weeks. These plans must align with the specific needs of your communities,” he directed.
To ensure transparency, the Auditor-General for Local Governments will be empowered to strictly monitor resource utilization, ensuring that Rivers State citizens receive maximum value for every kobo spent.
In her remarks, the Acting Head of Service, Dr. Iyingi Brown, described the training as historic—the first of its kind for Rivers State civil servants—and expressed confidence that the initiative would yield measurable improvements in service delivery.
“This investment in leadership development will reflect in the quality of governance and public administration across the state,” she said.
The Rivers State Government remains committed to building a public service that is efficient, motivated, and equipped to meet the needs of its people.
